Michael Lexton

Principal

Michael Lexton is widely recognized as one of the nation’s leading infrastructure finance experts, with more than 30 years of experience in developing and financing complex public and public-private partnership (P3) projects. He brings a unique blend of strategic insight, strong public-sector relationships, and an in-depth understanding of government decision-making and public opinion at the state and local level. Michael is known for his focus on data-driven solutions, the impact of technology on mobility, and the urgent need for resilient infrastructure.

He has played a pioneering role in private-sector investment in public infrastructure. In the airport sector, Michael was involved in the first wave of international airport privatizations in the 1990s—including Rome, Copenhagen, Budapest, and Argentina’s national airport system. He led the private-sector initiative that resulted in Terminal 4 at New York’s JFK International Airport—the first privately developed airport terminal in the U.S.—by assembling a global team (anchored by Amsterdam’s Schiphol Airport), securing the Port Authority’s approval, and leading the financing for the initial construction of the terminal.

In surface transportation, Michael was instrumental in introducing private capital to the toll-road sector, serving as lead banker for the Orange County Transportation Authority during the financing of the SR-91 Express Lanes—the nation’s first managed lanes project. He also contributed to the financing of managed lanes in Colorado, Texas, and Virginia. His work in transit-oriented development (TOD) includes innovative financing approaches and affordable housing strategies for transit agencies in Boston, Philadelphia, and Virginia. In the maritime sector, he structured a unique port terminal financing for a private operator serving the pulp and paper industry in northeastern Florida, among other projects.

Michael has also been a leader in the social infrastructure space, advancing alternative financing models for broadband and fiber networks—both middle-mile and fiber-to-the-home—along with lease-backed financing solutions for public buildings such as city halls, libraries, and community centers. He has also worked on joint development strategies involving stadium and arena projects with adjacent commercial and residential real estate.

Michael has served on policy boards at both the federal and local level and remains active in a range of civic and industry organizations. He holds a degree from the Wharton School at the University of Pennsylvania.
